There were 64 notices published by the Homeland Security Department in April, according to the Federal Register.

The most recent notice, Implementation of a Change to the Parole Process for Haitians, was submitted on April 28, 2023.

The Homeland Security Department published 76 the month before, marking a 15.8 percent decrease for the current month.

The Department was built out of more than 20 agencies in 2002. Downsizing the Federal Government, a project aimed at lower taxes and boosting federal efficiency, argued the Department is burdened with "unneeded bureaucracy" which could be handled by other departments or standalone operations.

Notices are required documents detailing rules and regulations being proposed by each federal department. This allows the public to see what issues legislators and federal departments are focusing on.

Any person or organization can comment on the proposed rules. Departments and agencies must then address “significant issues raised in comments and discuss any changes made,” the Federal Register says.
