On 07/08/18, at approximately 4:35 am, a U.S. Secret Service Uniformed Division Officer observed a red Chevrolet Sonic traveling in the wrong direction on I Street NW and then onto K Street NW, Washington, DC.
The Officer attempted to initiate a traffic stop of the suspect vehicle; however, the vehicle failed to yield. The suspect driver, since identified as Victor Ebai, 28, of Springfield, VA, continued driving westbound in the eastbound lanes on I-66. Due to the public safety risk, the Officer discontinued the attempt to pull over the suspect driver, but maintained visual contact and witnessed the suspect vehicle collide head-on with a victim vehicle which was traveling eastbound on I-66 near mile marker 73.
The identity of the victim driver is intentionally being withheld. The U.S. Secret Service can confirm the victim driver is a federal employee who was reporting to work in the District of Columbia.
The Arlington County Police Department (ACPD) is leading the accident investigation and has obtained warrants for Victor Ebai for Felony Hit and Run and Felony Eluding. The U.S. Secret Service will support the ACPD investigation.
CLARIFICATION: The U.S. Secret Service statement issued on 7/8/18 stated the "passenger in the suspect vehicle sustained non-life threatening injuries, was taken into custody, and transported to the hospital." The passenger referenced was not charged or arrested.
